2. Use the legend on the panel’s cover to pinpoint the lighter’s fuse. Once you find the correct fuse panel, pop off the plastic cover or lid—they usually come off with minimal effort. Once the lid/cover is off, flip it over and check the legend (diagram) that identifies all the fuses in the box.

If your car power socket is not working, yet your fuse is good there's 3 simple things you can check with just a multimeter or even a test light. In this vid

No screws or anything, just some clips holding the whole thing down. When you have it completely off you can unplug the lighter. The gearknob is threaded so you can just screw it off. Then the whole plastic top is loose and you can turn it over. Then you see the ring around the gearshift is also just clicked in.

That all depends on where you tapped power from for the dashcam. If it is hot at all times then there is nothing programming can do for you.
